The solution to the black problem is fixing the breakdown of families structure. This is mostly encouraged by liberal leaning views. No govt can grow the society like the family. Look at the African American in the 60's look at that time when the family was still together. Look at their black heroes like Malcolm X, Martin Luther, Rosa Parks even Mohammed Ali see how they dressed responsibly, see the logical arguments they gave for civil rights, their level of education. I watched it recently and I was impressed and wonder how they got from that place to where they are right now.
