Pls where is the best place (commercial banks or non bank financial institutions like Leadway, ARM; etc.) to save your money in (short term and medium term) and get decent interest in return.

Do commercial banks still pay interest on savings account?
How reliable are pension fund administrators who offer savings services with promises of low risk investment with your savings and a good interest rate in return.
