Since all governing authority is granted by His permission and sanction and Offerings and Tithes belong to God. Logically Offerings and Tithes are meant to be given to the governing authority, Government!

Not when the so called government is contrary to God .

Acts 4:18-20
And they called them, and commanded them not to speak at all nor teach in the name of Jesus. But Peter and John answered and said unto them, Whether it be right in the sight of God to hearken unto you more than unto God, judge ye. For we cannot but speak the things which we have seen and heard.

Do you accept that, it is not right, in the sight of God, to frighten with a curse, to force, to scare etcetera believers in Jesus Christ and the Gospel to pay tithe and offering?
