personally i believe its a strategy by isis to discourage western nation frm accepting immigrants and create tension between legitimate muslims and the west which would mean more men for isis's army. also the fact that france is likely to retaliate which would also push more citizens of the middle east towards isis.

The attacker came out of the truck and started shooting. People thought it was fireworks (because of the celebrations) and didn't move quickly. The attacker was known to the police.
