Oil Wells: Niger Delta Lawmakers Insist On 65% Ownership by ipreach: 2:19am On Jul 18, 2016
To facilitate development in the Niger Delta region, South-East and South South lawmakers have called on the Federal Government to review the ownership structure of oil wells in the country to allow for 65 per cent ownership by the people of the region.

The lawmakers also condemned the criminal and nefarious activities of herdsmen and called for the establishment of special task force drawn from the various security agencies and Neighbourhood Watch in each local government area to checkmate the excesses of herdsmen and prosecute them.

They also urged the National Assembly to ensure the accelerated passage of the Petroleum Industry Bill, PIB.


According to them: “The people of the Niger Delta region should possess at least 65 per cent of the oil wells contrary to the present ownership structure where less than 10 per cent of the oil blocks belong to our people.” They noted that the region’s development is being hindered by the present payment mode of derivative oil funds.

“There is an urgent need for the Federal Government of Nigeria to put in place adequate machinery that would ensure direct payment of derivative oil funds into the hands of Niger Delta benefiting communities,” the principal officers and members of the Houses of Assembly in the region said.

Rising from the first parliamentary session of the South-East and South-South Houses of Assembly in Owerri, Imo State, weekend, the lawmakers condemned the criminal and nefarious activities of the so called herdsmen.

“Legislators of the Houses of Assembly in the South-South and South East can no longer watch helplessly as our region drifts aimlessly while our people walk the razor edge under the strain of impoverishment, environmental degradation, insecurity and uncertainty on the one hand and the destruction of oil/gas installations and the attendant consequences including their impact on the eco-system and the economy on the other hand.” They urged the youth to shun confrontation, violence and militancy in pressing for the redress of the zone. “They must embrace dialogue and diplomacy and channel their grievances through various constituted platforms.”

The joint session of legislators from the South -East and South –South geo-political zones not only condemned the evil acts of kidnapping, hostage taking and bursting of oil pipelines, but stressed that militants from the zones should be constituted into an officially recognized brigade for the protection of oil installations

The legislators, who called for more proactive measures to address the activities of herdsmen, restated their commitments to pass bills restricting cattle rearing, prohibiting grazing of cattle from one location to another through farmlands thereby causing damages to farm lands, health hazards and obstruction of vehicular and human traffic.

The lawmakers while attributing the defective and harsh socio-economic environment, lack of employment opportunities, lack of empowerment for the youth, environmental degradation, lack of infrastructure, general under-development and inadequate benefit of the resources from the region, rejected the proposed bill to establish and control grazing routes and reserves before the National Assembly and state Houses of Assembly.

They will KILL everyone of these jokers and nothing will come from it. Crude oil is not ready made food. People invested BILLIONS and sweat (sometimes blood in form of industrial accidents) to produce the crude oil.
The crude oil is 2 km under the ground, pressed tight into rocks and sand. It comes out under very high pressures and it is hard, costly, dangerous to produce.

To think a few lazy layabouts with AK 47 controlled by drunken , dull looking politicians and ex presidents will successfully steal these resources from Nigeria, Shell, Chevron and AGIP and LIVE happily ever after is an interesting joke.

I especially want these guys to be made a serious example of so let them continue the eco terrorism. The world would not blame Buhari when he starts dishing out the pain and destruction and as we have warned many times . It lasts a long time.

If on the interim no full resource control? Then, there must be an equitable distribution of the oil wells.

my brother we don't give a shit.....The people who invested would not be chased...but let us control our resources....buhari should focus on diversification as he promised...oil shouldn't be his problem....I believe oil is losing its value...right....leave it alone...We must control our resources or nobody enjoys it...nonsense...

How can communities not largely benefit frim the proceeds of oil right in their lands....yet one fool on top dey say make buhari mete out this and that...Some people feel they can vote who they like and claim supremacy...The Niger deltans would show each and everyone that we really are the holders of this nation....We go see inside politics and economics which one epp pass....rubbish

By now the Tanks and bomber jets should have been deployed in full force to the entire Niger delta cos it seems the Indigenes are sympathetic to the scAvengers. Bombing of our oil facilities is a treasonable act that must be considered an act of war against Nigeria. Many states cannot pay salaries and people are dying of hunger because of the actions of these few vagabonds crippling our God given oil wealth. The federal government should not negotiate with them but instead warn innocent people to vacate the region so full military might can be deployed to wipe out the terrorists.

The oil is our collective wealth and no group of people can hold us to ransom. We once fed the whole country with cocoa and groundnut pyramid money and no youth from those regions formed militancy. A word is enough for the wise angry

Are you talking about gold necklaces or gold nuggets? If you have gold in your house, you also need to have enough resources to protect it. If your neighbourhood knows you keep gold at home, I am sure you will not be able to secure it, not to talk of gold deposits.
Countries and nations are formed to protect common resources, people or interests. If you cannot protect your resources, then you will need to outsource the protection to another country as it is done in most of the Arab world. The US has strong presence in the middle east to prevent another kuwati serenio, where sadam Hussein invaded an oil rich country in less than 12 hours.
Most of Africa's resources was and is still under the control of Europeans because Africa was and is still unable to protect itself.

Don't mind the lazy ogogoro drinkers. How many of them can even afford the daily drilling rig rate onshore talk more of offshore. Oil & Gas drilling is not ready made food; it's how much of a business man you are and how much resources and funds you're able to pull. More than 90% of the oil & gas coy have huge debt to service especially NOC. The IOC can always get financial support from their parent company, but NOC are not finding it easy. Check the financial result declared by the giant NOC and see the huge loss they recorded.

Lazy awa oyel chanters, you'll NOT get any already drilled wells. I support the government to give you as many OPL and OML as possible then you can develop yourself. Let's see how far you can go. Even before first oil, you'd have spent up to a $200 MM - for a small to average field.
