Almost every state in Nigeria is near bankrupt now because governors didn't generate enough internal revenue but relied majorly on FG allocation. Nigeria as a whole is almost in financial crisis. The simple solution is RESOURCE CONTROL and RESTRUCTURING OF NIGERIA! Let every state or region control its resources and every other affair.
