This test was started by Professor Jubril Aminu (PDP/Adamawa) in 2007, when he was the chairman of the Senate Foreign Affairs Committee. He felt that ambassadors who are representing Nigeria should be able to tell their hosts about the country that they are representing. So he asked the nominees to sing the national anthem, recite the pledge, list the states and their capitals and talk about tourist attractions in Nigeria.

In 2011, Ijeoma Bristol from Anambra could not sing the anthem or recite the pledge (Jubril Aminu was still the chairman of the committee). However, the Senate eventually confirmed her as an ambassador because some senators argued that she had just a few months left before she retires and it would be unfair to prevent her from being promoted.
