You don't need reduce image quality, you will to optimize image which will still remain standard not reduced quality .

No it didnt take long to load at all,color and theme are ok,there is always room for improvement

took care of my meta tags (first step)

submitted it to google search using the webmaster tool.

IMHO, given that pretty much everyone is on the internet with a smartphone, a desktop score of 60 would be the least of my worries. There are other, more important issues that need to be addressed:

1) A lot of opening tags don't have accompanying closing tags

2) use of deprecated tags like CENTER. Use CSS and text-align instead

3) use of multiple BR tags where again, CSS would have come in handy

4) Reference to files that don't exist:
<link rel="stylesheet" href="path/to/font-awesome/css/font-awesome.min.css">
<link rel="stylesheet" type="text/css" href="style .css"/> - note the space here b/w "style" and "."

5) Use of images where text would be preferred (for example, phone and email in the top banner). Again, CSS can be used to style a similar image result

Not bad for a first creation. Yes, it showed up well on my cell and desktop. By the way, as an FYI, you might want to use a framework like twitter bootstrap for all your responsive websites. Even if you start off with the default template, it will definitely speed up dev time for you.
