My concern is , how come our own first lady was received by airport security and Singapore first lady by Michelle Obama. . .

I think there has been a diplomatic blunder, I can't imagine that a first lady of any country will visit Nigeria and Aisha Buhari won't receive her.


This leaves many questions than answers, why did they treat our first lady in such a manner, I am angry at American officials for this blunder, or were they not informed of the visit.

I demand the American embassy to issue an unreserved apology.

I've also heard people talking about this and it's very strange to me. There is no convention that states that a first lady must be received by her counterpart when she travels. None at all.

Many nigerian first ladies have travelled to the US and Uk (and indeed to other countries) without being received by their counterparts. That's because a first lady's visit is viewed as a private visit.

Protocol guides visits of heads of state to other countries and these are the types of visits that can take place:

1) A state visit: In this case a head of state must be received by the host head of state. Note that the host head of state does not have to go to the airport, but he must see the visiting head of state at some point during the trip and there must be a formal welcoming ceremony.

2) Working visit: The visiting head of state must meet with the head of the government host country, but he does not have to meet with the head of state. A full welcoming ceremony is not necessary.

3) A stop over visit: the visiting head of state might meet with the head of government of the host country at the airport.

4) Private visit: the head of state does not have to meet with the head of state or head of government of the host country.

All visits by first ladies are private visits, except where they have been specifically sent by their government to carry out a function (eg, Laura Bush at the inauguration of Elaine Johnson-Sirleaf).

Note that President Buhari has not met the Queen on any of his visits to the UK because he has only had working visits and private visits to the UK. He did not even meet the Prime Minister on his last visit because it was a private visit.

That's why Mrs Buhari said that she paid for the trip (with the assistance of donors). She further stated that she also paid for the government officials (Abike Dabiri, Binta Massi-Garba, etc) to make the trip.

The government would have borne the cost of the trip if it was an official visit. In fact, Mrs Buhari and the members of her delegation would have been paid an allowance.

Some people also make the mistake of saying that nigerian dignitaries are not received at the airport by the host head of state because Nigeria is a "lesser" nation. This is obviously false.

US President Jimmy Carter came to Nigeria in 1978 and he was not received at the airport by the head of state (General Obasanjo). It wasn't even the chief of staff (General Yar'Adua) that received him at the airport. He was received by Colonel Garba (the foreign minister). This did not make America a "lesser country".

British Prime Minister Margaret Thatcher visited Nigeria in 1988 and she was not received at the airport by General Babangida. It was Admiral Aikhomu that received her at the airport. This did not make Britain a "lesser country".

President John Atta Mills of Ghana came to Lagos on a private visit, to see Prophet TB Joshua. He did not see President Jonathan during that visit. This did not make Ghana a "lesser country".
