Depends on your budget. If budget isn't a problem, you should probably wait for the Note 3.

However, 'if' am to choose between Note 2 and Hot S, I'd rather go with the latter.

why advise him to go for hot s? I currently use the note 2 and I love the phone like crazy. Big screen (6 inches), big battery, flash charge features, reverse charging, great 13 mp back camera and lovely 5mp front camera. The only thing about this hot s is the print scanner and it's more e than the note 2. Advice : go for note 2, no need to carry power bank. If you go for hot s, make sure you buy a power bank alongside it.
