I feel the amount is too much, am an electrical engineer that practice. Since is a one storey building, you dont really need much material. Although the copper clap can be expensive and that is the only material expensive there. One earth rod is ok. And am sure the would be some other high building in your environment which can cover you as well. Also, it depends on the lightening arrestor you are using which is another expensive material there.
One more thing, dont price him too much so he wont buy fake materials for you

The amount is much. Is your electrician installing indelic called lightning preventron? If it is a normal spike that normally install on the roof, less than 100k should be able to cater for it except the electrician is installing another brand of lightning arrestor called ESSEX. This type is very expensive. For the normal arrestor below is the materials needed:

1. Copper tape
2. Tape clip
3. Tonado nail
4. Earth rod
5. Earth clamp
6. Spike
7. Earth coupler(if u are using more than one earth rod)

Earthing/grounding systems should have no connections whatsoever to lightening protection system.

Its better to have one of the systems and not have the other than to connect them together.

No. It is connected vertically from the pointed spikes on the roof to the earth where a long bar of iron is buried with large quantity of salt, coal and one other thing. Not through the rooms. Shikena. A lightling protector prevents sparks (charges) in the cloud during thunder storms from striking the house by neutralising and passing them down to the earth.

Which one again is Thunder protector? The only protection, if needed, from thunder is to use ear plugs. However, lightning protector is a different matter. It's simply a three prong spike placed at the highest point of the house with a metal wire running into the earth. There is no room connections to it so I don't think it should cost as much as they quoted. I have some questions though:
1. Why do you been it for a one storey building?
2. Is you area lightning prone?
3. Do you have a pointed roof ? Lighting would usually be pulled towards a pointed object which is why spikes are used aso conductors so if you have a flat roof, I don't think you are in any danger.

Is he installing an indelec prevectron 2 ese conductor ? If he is the price could get higher, there are different levels of earthing, but for a residential building it should not get to that price but a commercial building could go higher

It's very safe and its standard industry for buildings cause the Lightning arrestor copper plate is more or less constant for all building depending on the Lightning tendency of the area

This is for 100 percent pure copper , substandard copper tape exist which is a mixture of copper and iron , this cost less than the amount stated, u need to work with a trusted electrician otherwise he collects money for th real thing and supplies you an inferior copper tape to save cost. Why on earth is he using 3 earthrod ? @ Op, there are different diameter of the copper tape and their prices varies. 18mm, 20mm, 22 mm etc. Also Check their inch to determine quality. Next is getting the pure copper brand of furse with is not mixed with any other mineral material. If you are not in Lagos, getting the best quality of furse copper tape should be above 2500 per metre in your location.

A quality thunder protector should be way above 10k.

Earth mat done with copper tape of about 6 metres is 2500k times 6 =15k and this depends on how many you'd want to use.

I bought original furse clamp last time for 2500.

These are all original furse materials. You can spend as much as 250k including labor to protect your house using premium materials and you can also use 50k to do the same job using substandard materials.

Try to get a qualified Electrical Engineer
