upload a Msword(i.e doc or docx), OR pdf format of ur CV...not a scanned CV...may b u r trying 2 upload a scanned CV dats why u r experiencing d hitch...ur CV size shld not b more than 20kb even less, if u r uploading d right CV format

Try not to reapply yet sha as that can cause disqualification.
Try to contact their office and see if they can retract the first application so you can reapply.

At what point do I provide those?
Should I include it on my CV.
Because the people I use as my referee are not just family relations
