In any athletic competition NIGERIA IS ALWAYS REPRESENT WITH [size=16pt]NGR[/size] while Niger Republic is represented with NIG ,so Google Niger flag and confirm.

To me that location look like where African gathered after may be march past to take pictures.

The flag also looks like that of Niger republic. Actually it would make more sense to conclude it is a Niger republic flag and not India since people often confuse Niger republic with Nigeria.
