All these things are arrangements among all parties involved with each party expected to perform assigned tasks before and after the declaration. So, suing them is a non-issue.

Actually that last paragraph is only stating the position of the law on whether the court can allow and hear fresh or amended charges. That is usually cited to back up an amendment of charges which has already been done by deleting the names of Ike Ekweremadu and Saraki, removing the charges against them and varying the charges to be read against only Efeturi and Maikasuwa.

In other words, the amended charges have been filed and the law empowering the court to so entertain is what u are hanging on to like the proverbial drowning man who will clutch at straws.
