Before you answer tho, you should consider that no one does something that wierd without a reason, but I think no reason is reasonable enough to justify such guile.
I even heard of a man that spent about 6 years or thereabout in jail before the woman who accused him came forward to say he's actually innocent.

I think a penalty involving money is too linient,bear in mind that the accused could have spent years in jail if the truth was not discovered.
