yes sir it's possible if he altered his age on the certificate of birth but without that there's nowhere in Valhalla that d guy is gonna get admission he's 2yrs older than d required age

no sir 21 is the maximum and even at the 21 u have a slim chance at hitting the bar but if you are lucky (Godfather & alteration of age ) you can hit the bar at d age of 22
