if you are using a laptop go find a laptop with a dedicated graphics card using Geforce 640m or 940m

So anytime you plug in the fps drops?
Have you tried changing your battery settings?( e.g from power saver to high performance)
Also pes 16 is kinda old, try pes 17
or other games
you can get fifa 17 30 fps
if you play on low and 1024 x 768

I've changed the ba3 settings buh it is still the same way...it's not only Pes 16 that has this issue, I only used it for reference.
