docadams:Good Question, The Answer is Not Far Fetched; Section 9(2) and, more importantly, Section 58(1) and (5) which states that (1) The power of the National Assembly to make laws shall be exercised by bills passed by both the Senate and the House of Representatives and, except as otherwise provided by subsection (5) of this section, assented to by the President; and (5) which states that Where the President withholds his assent and the bill is again passed by each House by two-thirds majority, the bill shall become law and the assent of the President shall not be required! Section 4 (2) was also amended to substitute the word “President” with “the National Assembly” as the one to appoint members of staff of the Bureau and exercise disciplinary control over them. This is like re allocating the duties of Executive to legislature. Only a foolish President would assent to that rubbish !
