My first comment here on this thread. Talked a high rank officer who came to the bank where I work. I heard him telling someone he is heading back to their Head Quarter. So I summoned courage to ask him if he has any info regarding d recruitment. I also found out he is an igbo guy like me so we talked in igbo. He advised I should just forget about this recruitment that it was going on merit until senate interfered. He also said the 9 slot allocated to the lga are for the senators to fix their own people. I was demoralised hearing this. So I decided to share so most of us without IM should just not put much hope in other not to get too hurt. As for me any outcome I will give God the glory. Him alone knows best.

lets reason expansively like natural detectives. it was obvious from d face off btw d psc n d senate dat d psc were not ready to bow to d usual senatorial gimmicks of slots dat was y d senate decided to frustrate d psc by pulling d stunt dey did. logic will tell you dat since d senate had succeeded in dia lga gimmick it will b only natural dat d psc whose stand had been insulted will b even more resolved in dia decision to ensure credibility in d whole process. how can u tell me dat after wat d senate did to d psc dey would still have d courage to bring special 'list'. i am more dan convinced dat d process has just gotten tighter n d psc are now bent on ensuring dat no senator gets any slot...u can bank on my mentions

My personal opinion, don't rain curses on me. 1) PsC chairman Mike might have lost interest in the entire recruitment process. Why? Mr Chairman been a southerner can not believe himself deleting the already names in the list( southern list: eg bayelsa etc) and adding to their northern counterpart( eg Kano, etc) . 2) For that reason alone there is possible delay in the release of the final list due to lack of interest in it by the PsC. 3) If not of God intervention everything will kick off by January's ending 2017. 4)Pray that something like this'll never happen. 5) but me? I am hopeful for good news next week.

FEARS OVER INJUSTICE IN
POLICE RECRUITMENT OR ALLEGATIONS OF INJUSTICE’,
‘FAVOURISM’ TRAILS POLICE RECRUITMENT PROCESS

The ongoing recruitment of 10,000 personnel
into the Nigeria Police Force as ordered by
President Muhammadu Buhari is raising
eyebrows.
To be recruited are

500 Cadet Assistant Superintendents of Police(ASPs) ,

500 Cadet Inspectors,

1,500 Specialist Officers and

7,500 Constables as selected by the Police
Service Commission.

Therefore, each of the 36 states and FCT is
supposed to have no fewer than

13 Cadet ASPs ,

13 Cadet Inspectors,

40 Specialists and

202 constables .

But there are concerns in many quarters that
the Federal Character principle may have
been misapplied or even abandoned in the
recruitment process.
Meanwhile, the Acting Inspector General of
Police, Ibrahim Idris, has charged the newly
decorated Deputy Inspectors General(DIGs)
who were decorated yesterday, to key into
the present administration’s focus on fighting
corruption, reviving the economy and tackling
insecurity.

Those who feel aggrieved over the
recruitment have insisted that the federating
states should be the bases for allocation of
the slots and not local governments.
WhenThe Guardian contacted the PSC’s
spokesman, Ikechukwu Ani to explain, the
perceived unfairness, he said: “The Federal
Character Principle would be applied in the
recruitment process. Whatever the principle
says, the commission will adhere to it. We
are for now taking all the successful
candidates to the next level.”

According to the Federal Character Act, “the
local governments shall be equitably
represented. Thus, the formula for sharing
and distribution of posts among the local
council areas shall be as specified or on the
basis of Senatorial districts as appropriate
with a percentage range of between 30 and
35.”

But Ani told The Guardian: “ The reports of
the screening in states are not yet out so we
are yet to compile names or even know who
comes from which part of the country, but we
know that the right thing would be done.”

According to a lawyer, CosmasAkighir, the
concept of Federal Character as stipulated is
not equitable, because it favours states with
the higher number of local councils.
“The delineation is not favourable to some
states.

For instance Bayelsa with eight local
governments has a percentage sharing range
of 10 to 14,
while Borno state with 27 local
governments has a range of three to five.

“ In this wise, the lesser the better but where
allocation of jobs is concerned, such as in
the ongoing recruitment, such states will be
disadvantaged,” he said.
Another Abuja-based lawyer, Henry Duke,
noted that the issue was not “about whether
the number of people coming from each state
is sufficient, it is about how many each state
should be given, it should not be about the
number of local governments.”

Simply put,

Abia, Enugu, Plateau and Yobe
states with 17 local governments each would
have 204 of their indigenes recruited,

while
AkwaIbom with 31 local governments gets
372;

Adamawa and Anambra each with 21
would have 252

while Bauchi will have no
fewer than 240 of her indigenes recruited.

Bayelsa with eight local governments will
have 96 slots,

while Benue, Kaduna, Sokoto
and Rivers will each have 276;

Borno, Imo
and Jigawa with 27 each will take 324 slots
each,

while Cross River, Edo and Ondo with
18 will have 216 slots each.

Delta and Niger sts with 25 local
governments each by this classification will
have 300 slots .

Ebonyi and Nasarawa with 13 local councils
each will have 156

while Ekiti, Kwara and
Taraba states with 16 each get 192.

Gombe with 11 LGs, will have 132 slots,

Kano
with 44 will take the lion’s shareof 528
places

Katsina with 34 will get 408 slots,

while Kebbi and Kogi states with 21 each get
252 positions.

Lagos and Ogun states will get
240 slots from 20 local councils each;

Osun
takes 360 slots from 30

and Oyo with 33 gets
396 slots.

The FCT with six councils would get just 72
slots.

· 75% of ‘new operatives’ hail from the North

· Stakeholders seek Fed Govt’s intervention

The Economic and Financial Crimes Commission (EFCC) has pushed aside the Federal Character principle in its ongoing recruitment of various cadres of operatives.

The exercise is heavily tilted in favour of the North - to the detriment of other geo-political zones in the country.

An appraisal of the classifications and names of the recruits placed on the anti-graft agency’s website shows that contrary to the recommendations of the committee set up on the recruitment, the EFCC’s management went ahead to make its recruitment dominantly from the North.

Indeed, The AUTHORITY discovered that about 75 percent of the shortlisted candidates are mainly from the northern part of the country.

The development has forced stakeholders from other parts of Nigeria to appeal to the National Assembly and the Federal Character Commission (FCC) to wade into the matter so that the EFCC could be national in its workforce.

They said that the injection of fresh 750 staff members to an already lopsided commission would be a huge minus to the agency which was primarily set up to fight corruption, but which has consistently exhibited lopsidedness in the employment of its personnel.

Apart from the fact that 75 percent of the shortlisted candidates are from the North, The AUTHORITY discovered that several of such candidates bore the same family names.

It was learnt that the Human Resources Department of the EFCC is being tele-guided by a cabal which has become entrenched in the commission and had severally frustrated the implementation of the Federal Character principle in the agency’s employment processes.

In a petition it sent to the Federal Character Commission (FCC) a group, the Good Governance and Anti-Corruption Mandate, said that the non-inclusion of states of origin and the geopolitical zones of the shortlisted candidates published by the EFCC was designed to cover up the shoddy deal.

The publication on the EFCC’s website, apart from confirming the lopsidedness in the recruitment, also exposed the non-compliance with recruitment parameters set earlier in July this year by the EFCC Recruitment Committee headed by the Secretary of the Commission, Mr. Emmanuel Adegboyega Aremo (SAN).

The committee had recommended that the new set of personnel from the Superintendent Cadre (graduate cadre) should not exceed five persons from any of the states which had dominated others in the nominal roll listing.

It said that 750 new personnel comprising 300 Detective Assistants (candidates with SSCE); 300 Detective Inspectors (candidates with OND/NCE) and 150 Detective Superintendents (candidates with HND or university degrees) should be recruited.

But it was observed that the final round of the recruitment exercise holding at the Nigerian Air Force (NAF) Base Hospital, Mando, Kaduna, falls short of merit, federal character, equity, balance, good conscience and fair judgment.

However, the Head of the Media Unit of the EFCC, Mr. Wilson Uwujaren, stoutly defended the actions so far taken by the agency. He insisted that the reporter could not have run into conclusions with a list that did not contain the states of origin of the applicants.

He said: “You have rightly observed that the list did not contain the states of origin of the applicants. How then can you conclude that a section of the country or a particular state was favoured? That is part of the Yellow Journalism which you people practice.”

When Uwujaren was pressed further to justify the non-inclusion of the states of origin of the applicants, he simply said it was not in breach of any law and cut off the telephone call, after raining abuses on the reporter.

The AUTHORITY’s investigations showed that instead of keeping to the recommendation of the Aremo Committee which had recommended that references be made to existing staff to ensure that the states a

Police Recruitment Of 10,000 Into Police Will Be Based On LGA Quota – IGP

The Inspector General of Police (IGP) Ibrahim Idris has said the recruitment of 10,000 applicants into the police will be based on local government quota  to ensure equal representation at the grassroot across the cadres of the force.

The IGP said “this is in line with the principle of democratic policing which provides that the police should have equal representative of the community it serves”

The Police Chief stated this in his presentation titled “Roadmap for Sustainable Policing by The Nigeria Police Force” while speaking as the Guest speaker During the Alumni Association of the National Institute which held in Abuja on Thursday, November 3, 2016.

According to him” Nigeria as a country has an estimated population of 182,000,000 with a police strength of about 338, 490. The United Nation recommended Ratio of policeman to Civilian is 1:400, while going by Nigerian statistics, the ratio is 1:537, which shows that the NPF requires additional 116, 510 personnel to meet up with the recommended strength of 455,000

He said “This manpower shortage is compounded by lack of recruitment of Rank and File since 2010, which he said had depleted the capacity in the area of community policing”

“In order to enhance the confidence and trust of the public, the current administration has decided to co-opt community and religious leaders as well as civil society organisations(CSOs) in the screening and vetting of the prospective candidates into the force” he said , adding that “such involvement will make the candidates to be thoroughly vetted in both character and merit”

In his words “In addition to these measures, this administration will ensure that the current recruitment of 10,000 policemen approved by His Excellency, Mr President and Commander-in-Chief of the Armed Forces will be based on local government quota, to ensure equal representation at the grassroot  across the cadres of the Force.

The Chief Police Officer who said ensuring the welfare of the men is a paramount motivation factor, said “the present administration is committed to the provisions of welfare packages such as dry rations while on beats, operations and theatres, payment of statutory benefits as at when due added that the federal government is also in collaboration with state governors making concerted efforts to ensure provision of befitting police barracks for the personnel”

He however lamented that a key impediment to the efficiency of the Force is that of inadequate funding as he revealed that the ideal requirement needed by the Force is N483,284,574,000.00 as against the annual allocation of N2,359,957,453.00 received in 2016.
