Hold the lock screen and this will pop up, click settings and then disable wallpaper updates and Only WLAN auto update.

That msg will alws be dia wen u restart ur fone or when it comes on provided you have turned off the update. If ur fone doesn't go off, you wont see it

how to disable it

I will suggest that before you disable the wallpaper, disable the WiFi WLAN first and disable the wallpaper. Maybe that will help too.
