frumentius: Last I checked they were kept in camps. Bertrand Bisimwa was political leader of the movement. Seeing many connect the event with the current political situation in the DRC. The postponed elections. Anyway like some said before the SANDF needs an incentive to upgrade the COIN doctrine as mostly is based on unit structures which no longer exist. Association with oppressive apartheid regimes should be stopped. |

MikeCZA: The Ugandan camps are far more spartan than the Rwandese ones. Then of course the rumour that the senior cadre in Rwanda endure the hardship of hotels. I suspect Makenga will surface in Rwanda. You're correct about our COIN doctrine. There was a flurry of activity 2 years ago when Big 5 made the discovery, but then it died down. A whole bunch of people from Denel, CSIR, DI, SSA and JOps went out there, the right noises were made and then nothing. Back then the ADF had seemingly tried to target Congolese Hind pilots and their East European merc colleagues as they were transported to and from the airport base. |

Breaking News, as expected the U.S government blocks Nigeria's plan to purchase 12 Super Tucano aircrafts. Nigerian Generals simply do not learn. Strong indications have emerged that the United States has again blocked the Federal Government from acquiring fighter ground attack aircraft considered crucial in the ongoing campaign against Boko Haram in the North-East. Investigations showed that the US has prevented the military from acquiring the A-29 Super Tucano light attack aircraft from Brazil. A Presidency source said on Saturday that Nigeria and Brazil were almost striking a deal on the acquisition of the light attack aircraft when the US, which produced the aircraft, prevented the deal. It was gathered that the leadership of the Armed Forces had taken a decision to replace the ailing Alpha jet platform of the Nigerian Air Force with the newer A-29 Super Tucano. The source said that the Brazilians, who were initially enthusiastic about the deal, suddenly became reluctant. The source added the US had told the Brazilians, who acquired 99 of the aircraft from the US firm, Embraer Defence System, that the aircraft deal be put on hold due to human rights issues involving the military. The US had blocked the immediate past administration of Dr. Goodluck Jonathan from acquiring Boeing CH-47 Chinok helicopters from Israel in January 2015 purportedly due to human rights issues involving the military. Like the case of the A-29 Super Tucano, the Boeing CH-47 Chinok helicopters were produced by US firms and could only be sold with approval by the Americans. The latest development has dimmed indications that the US was relaxing the arms embargo on the country with the election of President Muhammadu Buhari in 2015. US Congressman Darrel Isah had said shortly after a meeting with service chiefs and defence authorities in the country in August 2015 that the US had commenced the process of relaxing the embargo on military assistance to the country under the Leahy Law. The Leahy Law prohibits the US defence sector from providing military assistance to countries involved in rights violations. The source added that the US Government was not pleased with measures adopted against those accused of human rights abuse in the operational areas of the North- East. The source said, “The issue of the arms embargo against the country by the US is still in force. The US is helping in the area of training; we also have some of their platforms like the C130 which is so crucial in the campaign and operations of the military. “However, the surprising thing is that they have again prevented the country from acquiring A29, Super Tucano light attack aircraft from Brazil. “The US sold the aircraft to the Brazilians but they gave a condition that they could only be resold to other countries with the consent of the US. This means that Brazil must seek the permission of the US to sell. “The Brazilians were enthusiastic when they visited Nigeria and the impression we had was that they were ready to sell, provided the funds were available. “Curiously, they later developed cold feet because America started quoting human rights issues to block the deal. “The aircraft are unique because the plan was to use the A-29 Super Tucano, Fighter Ground Attack aircraft to replace the ailing Alpha jets. “The Alpha jets are old now; the Alpha jets and the MI helicopter gunships are the two major platforms deployed in the North-East.” However, it was said that the US had inspected some facilities of the NAF even though the deal was shrouded in uncertainty. Our correspondent gathered that the prevailing arms blockade had again compelled the government to look in the direction of Asia and Eastern Europe for arms supply to fight Boko Haram. It was learnt that the Federal Government had paid for 10 Super Mushak trainers from Pakistan expected to arrived the country by the first week of December 2016. It was further learnt that plans had reached an advanced stage to bring in 12 MI 35M, one of the latest helicopter gunships from Russia. It was gathered that pilots and technicians who were sent to Russia for training on the use of the sophisticated helicopters had completed training and had returned to the country to await the arrival of the equipment. Although the military had not changed the plan to replace the Alpha jets with the A-29 attack helicopters, the government was said to be acquiring the MI35m in phases. punchng.com/boko-haram-us-blocks-nigeria-buying-aircraft-brazil/ |

tdayof: I was cautiously optimistic that the deal would scale through, although even if it scaled through, what's the use of buying an aircraft, if the Americans aren't going to sell us parts and ammo down the line. We should just stick with Transport and Surveillance planes, with the Americans. The next issue is to buy a proper spend that money on a on FTA (Fighter-Trainer-Attack) from China, Russia, Italy or Czech republic. These are our options going forward. AVIC did say we are interested in the FTC-2000. With the Americans, there was always no use, however the reason why i favour the Super-Tucano, possibly also the same reason the Air Force favours the aircraft is because they are cheap, very cheap to run. Cheaper than helicopters. Two(2) Nigerian Presidents and Three (3) Air Force chief's have tried to purchase the A29, and they have all failed, it sends a clear message that it is time to move on. |

Henry240:Please Mr Henry face the facts and not twist them to suit the Story Mr Rugged is not a psychic .We have said repeatedly on this blog that it depends on the US Government where the State Dept and Sen Leahy have final say on any deal and let us not connect any Russian sale to US sales. This has got nothing to do with the Nigerian Government we said this deal was left than 50% possible due to the Leahy act. Please can we for once stick with the Facts. |

tdayof:Option #1 is the JF17 that is why Nigeria has Pilots in Pakistan. Option #2 is the Russian SU24 it is very unlikely Nigeria will buy any Jets , solely from China, in any event Nigeria has not on record sent any Pilots to China : Sailors yes Pilots no. |

Henry240:Sad Story and State of affairs for both Countries. Ethiopia: Facing unrest at home has to recall troops from Somalia and yet no doubt the meaningless war it fought with Eriteria no doubt financially had an impact. Eriteria: Fought all these years for Independence and then started dabbling first in Ethiopia, then the Sudan and now is selling it Country piece by piece to the Highest bidder. When will Africa learn? 1 Like |

Henry240: I wouldn't be so sure about the Czechs. Exactly the same problem as the Embraer A-29. Ask the Bolivians whose purchase of the Aero L-159 was blocked by the Yanks. Meanwhile those excellent promoters of human rights like Angola, Colombia, Mauritania and Equatorial Guinea etc, have been allowed to acquire the Tucano. As an aside: the quality of some Nigerian journalism! 3 Likes |

frumentius: That's the part I find hilarious the most. It's an outcome most people forsaw however I was cautiously optimistic. I felt it could work. The Tucano is the sort of plane that is best suited for the sort of operations we are currently engaged in. Apart from politics, which by the way is divided according to the political leaning of these news outlets, defence journalism simply flies over the heads of Nigerian journalists. We don't have defenceweb or Africandefence. Net to depend on. |

Henry240: Not quite that simple. Put yourself in Ethiopia's shoes: Eritrea funds Al-Shabaab which you're fighting, and various armed malcontents within your territory; UAE funds various malcontents from Libya to Syria (who've lined up Ethiopian Orthodox/Coptic Church officials for execution); you've worked hard to isolate the barbarians in Asmara from the comity of nations, but now, cash-flush funders of your enemies are throwing them a lifeline. Huge sense of humour failure this! 1 Like |

The Nigerian state has perfected the act of chasing pavements for so long. Can we just have a foolproof acquisition without the Americans involved. Gosh! Heaven forbids another territorial capture and we'd still have a hierarchy content on window shopping with unwilling sellers. |

giles14: Well, that's the end of our Super Tucano daydream. According to the US we are the world's worst human abusers. Worse than both the UAE, Saudi Arabia, Egypt, Colombia, Angola...... Pretty much worse than the devil. Italy, China and Russia have always been our best bet, while we continue to strive on how to build a military industrial complex. |
