The federal govt earns dollars from oil sales and ought to pay the 13% in same dollars to the oil producing states. A situation whereby the buhari govt sets artificially low rates for dollars in disbursing oil revenue is a big scam. The current disparity between the CBN and parallel market rates at 306 to 470 is seeing the FG short change the Niger Delta oil producing states by as much as 50% ! Some people are just determined to remain negative and backward in their thinking. Only interested in anything that will cause pproblems in the country. Was Buhari the one that drafted the constitution?? Why did u not raise this issue when Jonathan who comes from one of such states was in power?? How will payment in dollars benefit u?? Is the money not still going to be converted to naira before it is spent?? Abi u want to pay workers and contractors in foreign currency?
