Fact is the polling officials had a hand in this cos I once served as a PO and during the training they will emphasize it to you to ensure that everything on the card read is zero-zero..... If there is 160 then it means either the polling officials didnt do there work well or someone from inec unlocked the card reader to allow for midnight voting one way or the other
