Personally and honestly, I think Buhari has lost control of this country. Plenty and plenty of nonsense is going on right there in his face and he's absolutely clueless and oblivious.
His chief of staff is collecting kickbacks and nominating himself to the board of NNPC, awarding oil contracts to himself.
His head of DSS is writing phantom and untruthful security reports to implicate a Presidential appointee. His minister of defence is telling him all is well and money has been released in the North East, whereas soldiers are dying and complaining in the bush. And now, ministers are conspiring among themselves and confusing the president on whether or not to attend events.
Its almost as if the old man is senile and is being forced to make decisions he's not even aware of. It appears we have another Yaradua situation on our hands where the President is just a figure head and the "cabal" does all the work and takes all the decisions behind the scene.

While you are right,you can't rule out any possibility.
