Am not really planning to make guests "very" comfortable. what if I propose to give meals in take-away packs, will that reduce cost tangibly?

It may. But the diff may be the cost of hiring plates and spoons. Nothing more.
The only solution is to hire a knowledgeable cook who can cut costs in the type of meal to be served. See, I can serve a delicious rice meal of #500 per head as well as I can serve a rice meal of #100 both equally tasty. It depends on how your caterers use what is available to them. So talk to those who will cook for you. They can slice the price depending on the menu and design around it.

How would you view the idea of not having guests eat at the venue?
Is it advisable to also serve members of the high table with their meals packed to go?

Perfect, with that, you can budget say #300 per head times that by 400 people and there you have your total expected expenditure. Keep some extra for unforeseen expenses tho.
I believe #300 would feed a guest well with water and soft drink if well planned if you have extra money to add you can say #400 per head and give them some nice time.(note, I am not in naija at the moment so I may be off with my pricing which may be too low considering current economic breakdown of naija) if you have trustworthy cooks that will not hoard your foodstuff. Believe me many party cooks do. They hide cartons of fish, chicken and stuff like that only for your guests to go without. So, hmget a good team and plan your meal based on what you can afford

Lol. #300 per head for food? That's if you want to serve them with no meat. Or at best sugar cube-sized pieces.

The best one could get for a proper plate in this economy would be 800.
