blocked account, sponsorship letter obtained from an aliens office in germany and DAAD sponsorship seems to be the options recognized by the German Embassy AFAIK though i am quite happy to learn about other options.

Try daad website change the language of choice to English, proceed to international programmes and adjust the settings on the left hand side of the webpage to suit your search parameters and try to visit the school websites to read more about their requirements and contact the schools for further enquiry if need be.

Which city is the most liveable city in Germany....in terms of job availability, low racism, fun, and no of blacks etc...please someone in Germany should help....so I can choose schools wisely.

Berlin, Frankfurt , Düsseldorf, Munich and Hamburg,but the thing about Germany is that some unpopular places have more jobs and less expensive while the liveable cities have less job and more expensive because of more competition. Racism is everywhere in Germany,Europe,US.
