If you read the beginning of that verse you will find out that James made reference to two of the ten commandment laws. there is no other place in the Bible that Killing ,Adultery is explicitly forbidden and called a Law than in the ten commandments

10 For whoever keeps the whole law and yet
stumbles at just one point is guilty of breaking allof it. 11 For he who said, “You shall not commit adultery,”[a] also said, “You shall not murder.” If you do not commit adultery but do commit murder, you have become a lawbreaker.
