These people did not tell us if the man nominated is a farmer, mechanic or a bus driver. When appointing a person, you don't look at his academic qualifications alone, you also consider his leadership skills and his track records.
After all, most politicians did not study political science and so they are just political heads in a ministry, the main brains in the office are the perm-sec(accounting officers) and directors.
