sir,port Harcourt and uyo are not states.They are the state capitals of rivers state and Akwa ibom states respectively just like Ibadan is to Oyo states.By the way ibadan alone is 1/3 of oyo states.Ibadan has 11LGA out of the whole 33 in oyo states.
