To carry out his plan, he ensured that the HOH game was purely luck in 3 stages hoping Tboss or DebbieRise will win. Why will there be 3 stages of pure luck??

After this plan failed, baba changed the rules in the middle of the game to ensure all things remain the same to favour Bosslady..
