when heresy arise the ministers gather and concretely rebuke it and clearly teach d true doctrine, such gathering is called a council and the earliest is found in act 15 along with its teaching, the next big one happened at nicea, it was infact a council that gave us the bible.

That said those doctrine is the above canon can be found in;
Roman 3:28
Ephesians 2:8-9 For by grace you have been saved through faith; and that not of yourselves, it is the gift of God; not as a result of works, so that no one may boast.
Galatians 2:21 "I do not nullify the grace of God, for if righteousness comes through the Law, then Christ died needlessly."
Romans 8:3 For what the Law could not do, weak as it was through the flesh, God did: sending His own Son...Galatians 2:16 etc

The truth is there for all to see, centuries before protestantism catholic have held that the law and\or human effort does not justify anyone, this is codified in the council of orange and reaffirmed in the council of trent.
