For one the money could be kept with the NIA. Or the Nigerian Army or SSS. The list goes on. Treating government money (like they are claiming it is) like personal money in itself is corruption. What stops him from taking part of the money and using it to fund say an election especially as there will be no paper trail?

The only to covert operation that I know will require this kind of cover up is covert operation to use money intended for other reasons to fund an election.
