Even the Abuja airport environs is not fit to hold expatriates yet as that region is still undergoing lots of construction work. If wike widened those roads leading to port harcourt airport, clear the shanties around ikwerre. And garranty some measure of security. Then the federal government can come into play, This are what Lagos government is doing. And how has FG make Lagos the economic capital of Nigeria Is it by situating CBN in Abuja, locating World Trade Center in Abuja, making sure every new bank firms situates it's HQ in Abuja. Lagos is economic capital of Nigeria because of the collective efforts of Lagos government.
