I blame our educational system, 70% of Nigerians I've met outside the SS do not know that Port Harcourt is a city in Rivers State. Many think PH is a state.

No bro, but most building construction project in Rivers State only occur in 3 local government area: Port Harcourt City, Obio/Akpor, and too some extent Ikwerre LGA. while other LGAs are considered to be out of MUD / RTP zone or GREATER PORT HARCOURT CITY PROJECT.

In other words, Rivers Government only concentration are in Areas covered by this bodies, which are all in Port Harcourt metropolis.

Going to the Riverine and Creeks, Like Kola, Bille, and others you are on your own.

So all those places you mentioned are not in Rivers State?
The heading says STATES, not cities or LGAs.
Moreover it's KULA, not Kola.
