This might be partially true but then, The political class knows virtually nothing about the Military world.
I believe the military knows what they want. There's no way, bro, that the Airforce(for instance) will say we need this so so so Jet, "based on our threat assessment" and having gone through its Pros and Cons, it's the best craft we need to do the job, the Political class won't dictate to them what to get.

The thing they can do is to tell them there's no money or that they should find something similar that can get the job done in the mean time. grin

There is never a time the political class would say they have money. In my opinion, all those times we had 65+ billion dollars in reserves would have been the perfect time to make these purchases.

Let wait and see what the next few months and years have in store. I was reading the last comment made by @Supremecourt, although laced with a smack of comedy he was making sense and exposing my fears.

I don't completely agree, the kind of "semi-colonial" bondage our francophone neighbors find themselves in is self imposed, not necessarily by the common citizens but years of poor leadership, nobody will ever hand you your freedom, funny enough they seem comfortable and happy with it.

Also with the way china is aggressively pushing for influence in Africa with several billion dollar projects running simultaneously in those countries, France simply can't keep up and its grip will fade over time.

There will always be poor leadership as long as france determine who that leader should be. The moment you try to prove intelligent they activate the special forces (the once they trained for you) and and other loyal politicians to remove you.

How many francophone countries will you be proud of claiming as your country in Africa?

Please don't pray this kind of prayer for us again.

Rivers State government supports the Nigerian navy with 8 Epenal gunboats.

Powered by 200 horsepower engines, Epenal gunboats are the primary IPC of the Nigerian Navy.

In the past 10 months Epenal has so far delivered 148 gunboats to the Nigerian navy.

Built with 7.62mm bullet resistant fiber glass, the gunboats are armed with a front 12.7mm HMG, a rear 40mm AGL, radio and modern navigational equipment.

As well as Epenal, the Rivers State government continues to support local industry. In 2016 the state government donated 5 Proforce PF2 LAVs to the Nigerian police.

Unless you currently operate a Submarine, you are highly unlikely to ever operate one.

The cost of developing that capability from scratch is unbelievable, Thailand looked at the very cheap Song Class from China and they decided that the cost of developing the facilities and human capital to operate them is well beyond their reach.

Thai defence spending: $6 billion
Nigerian defence spending: $2 billion

Saudi's put the price at acquiring 4 submarines at $3.4 Billion dollars. The entire South African arms deal* came in at about the same price.

*3 submarines, 3 Frigates, ~50 Jets, 30+ helicopters

Anyway a Submarine for the Nigerian navy at this point is highly unlikely but not impossible to achieve. Highly unlikely because there is no possible credible reason to get any at this point.

However also not impossible as there are many other ways to get around the cost issue. The defence budget of a country does not necessarily reflect the spending/procurement pattern of the said country. Take Nigeria and the MI-35m as an example. Only 2 units were listed, but from 2016 when the helicopters were delivered to 2018 the Nigerian Air Force is expected to take delivery of 12 units, as against 2 listed in the defence budget.

South-Africa is another example, the 1999 arms procurement was mainly funded through bank loans not a reality of the budget of 1999 as i understand it.

When developing a submarine fleet Nigeria could look at purchasing refurbishmed submarines or brand new mini-subs, 2 units at 250 million and associated infrastructure at 250 million. The essence is to be able to build the capability and Infrastructure while 3 X units of new 7 - 10 years time when the capability is up and running.

That been said, the Nigerian navy is currently tasked with other duties with which it has built a large capacity for and continues to develop.
