2.The assembly members are elected just us we elect the president n mps.
3.They have their own local parliament.

Nigeria has 36 states and each of these states has at least a University, a Polythecnic, Colleges of health, education and other tertiary institutions which they built and maintain.

If every Ghanaian district has their own university, then Ghana should be having hundreds of government universities. So how many universities are there in Ghana?

Ghana does not run a federal government system but a unitary one
Each district in Ghana has it own town council

All these countries have recovered from war many years ago. They are not facing starvation like Ethiopia, Eriterea and Kenya who face starvation without war.

West African countries cannot spend years in war. It will never happen again (thanks to ECOWAS unity).

Why the negative comment on East African countries? Is war only a factor for starvation? It just you think those people starve by their own choice since there is no war. When Derg fall in 1991, EPRDF found out that there was almost none Gold and foreign currency in the treasury. That is why Ethiopia is facing huge problems including starvation. But don't conclude that starvation is only present in east Africa but not in west.
