I thought you wanted to land at New York, Chicago or Washington DC. Since you are going to Washington, that's amount is fair. But if you really want to cut cost, land at JFK and take a greyhound bus but it will take you 2days to arrive your destination.

Just go and land in DC because of the stress of 10k.. When you get to JFK you will need to go to Newark or La guardia and take the next flight to DC and you will take cab or train or bus.. If you calculate all these expenses then all the stress doesn't worth it

I further asked on the need for a language proficiency test and scholarship opportunities and here's the response: "Hello, since you are from an English speaking country and are not required to submit a TOEFL or IELTS your scholarship amount will be based on G.P.A. only."

The school has directed that I send in my transcript via WES...Read a bit about them, though.

Could you please guide me through the certificate/transcript submission process.

You need to create an account with WES and you will be given a number just like account number which only you have it..

Then you go to your school and request for your Transcript and give then the unique number given to you by WES to write on the envelope so that WES can use it to identify that it belong to you.

Also it's course by course evaluation you will do from WES and it's $305 if I am not wrong..
