Lagos doesn't really have clearly defined suburbs. Yeah Lagos/Eko during the colonial days was just Lagos island and immediate environs. Parts like Ikeja, Agege, Lekki, were all independent towns in their own right with their own kings. As Lagos grew, the city expands and the surrounding towns were absorbed. Lagos is a merger of towns and communities with Lagos proper being the island and the immediate surroundings.

People in Kenya generally view them as for special events. You will also see them during cultural festivals. Besides that, kenyans are pretty much very westernized. More than in Nigeria which is why you might be wondering why we dont develop them as much. You guys with your kingdoms definitely need to stick to them. And its good for you.
