Based on some earlier reply you should add a little to your budget and get the Redmi Note 4(x) Snapdragon.
*The camera is okay in good lighting condition but don't expect wonders in lowlight, most phones perform poorly here.

Thinking if I can get Windows to see the phone connection as Mass storage(USB, thus, it will be mounted with drive letter) rather than MTP, I will be able to do file recovery either through cmd or recovery manager. But seem Android doesn't support that connection option anymore!
