Oh good attempt. But not quite so.

The Environmental Impact assessment is a study done to ascertain potential impacts from PROPOSED/ENVISAGED project on the environment. Usually it considers impacts of the project from Conception, Site Acquisition, Site Preparation, Construction and Installation, Comissiooning, Operations and Maintenance and Decommissioning on the 5 environmental spheres viz. Air (Atmosphere), Land/Soil (Lithosohere/Geosphere), Water surface and underground (Hydrosphere), plants and animal life on micro, meso and macro scale (Biosphere) and finally Socio-economics and Health. After impacts are predicted, mitigation measures are put in place and an Environmental Management and Monitoring Plan is implemented to monitor residual impacts, unidentified impacts and the effectiveness of mitigation measures amongst many. The final EIA report is refered to as Environmental Impact Statement.

The EER (Environmental Evaluation Review) study is a study carried out on a project which has no EIA study done before its commencement and as such there has been no monitoring of its impacts. Past project activities and future project activities are considered. The EER study seeks to establish the impacts of the already executed phases of the project and to predict the impacts from the future phases of the project not yet executed. Then it proposes mitigation measures and a monitoring plan as well.

Both the EIA, EER or such other environmental studies must come with a mitigation and amelioration plan and an environmental monitoring plan as well. Otherwise they won't approve such a report in DPR.


Impacts are established in the following ways (based on the academics of the matter and by the Department):

1. Establishment of a control site(s)
2. Using laid down environmental quality standards
3. The use of EQI or environmental quality index method
4. Collection of Baseline (in EIA or other studies where baseline data were collected)

One area where most project proponents and Consultants leave out is the effects of the environment on the project. You will be surprised how corrosion or one custom/tradition of a site can disrupt your plans and project life span.

Afterward, after every 2-3 years of the approval of the EIA/EER and issuance of the environmental permit for the project, another evaluation study is carried out to update baseline status of project host environments/project locations. This further improves and updates the baseline conditions data of the environment at the end of this appraisal sort of study. After this study the environmental management plan (EMP) and mitigation plan and environmental aspect register is updated if necessary.

I don't think this DPR will go on for now reason being that Senate just passed the petroluem industry governance bill

a.petroluem inspectorate
b.DPR
c.Petroluem products & pricing regulatory agency
Will be merged into NIGERIAN PETROLUEM REGULATORY COMMISSION

If the president signs it, it becomes law

3 other companies will be created too from NNPC, I don't know what will become of NNPC

So who will conduct a recruitment excercise knowing fully well that they will soon be merged

Some staffs will most likely be retired, sacked, retained. There will definitely be loads of vacancy

TIME is the key factor here

Stop spreading conjectures. Are you a lawyer? or did you ask the opinion of a professional before you came to this conclusion?
Bill doesn't become a law until it's finally accented by the PRESIDENT. So this bill is in the same category with that Peace Corp bill. Meaning no change what so ever will affect the agencies just because the Senate have passed a bill concerning it.
Also don't forget this is a massive recruitment of about 100 personnel. The agency needs them for carrying out their activities successfully.

I am not sure you read my write up

Firstly, I stated it clearly that when the president signs it, then it becomes a law

I stated my opinion/thought & i never said it was undisputed.

PIB has been much awaited & now that it has been broken down into parts & an aspect of it has been passed, I don't think the executive will be the one to hold back

This bill isn't in the same category with peace Corp


Lastly, what if I told you I was a lawyer? Learn to respond to posts without being antagonistic especially when the intial post was written in peace

the dpr, pppra and pef are being merged and you don't think that's a cause for pause?. and you are comparing the PIB to the peace corp bill?

when the house of reps get the bill, they'll have no reason not to pass it and the president will sign. DPR couldn't have known about this development when they advertised.

Now this doesn't mean there won't be a recruitment, but it will most likely be done by the new National Petroleum Regulatory Commission.

I bet you the president won't even sign this so called PIB this year! Giving how slow things happen especially with this administration.
But let's watch and see.

from my understanding of d PIGB passed, there was no section that mentioned DPR was going to b scrapped or merged rather it stated that the operations of DPR would now b regulated by NRPC.going by that, DPR organization structure remains same and d possibility of such affecting of stalling d recruitment is next to none.in my opinion the only thing delaying this recruitment is d large vested political interest

Read the bill well. from section 3 to 4 clearly states that all obligations and rights of DPR and other agencies become vested in NPRC.

The NPRC might then decide to have a department that does what DPR does now. But to say it has no effect on recruitment is just blind optimism
