am using dreamweaver i think its better with dreamweaver cause it has coding view and design which will enable see what u are coding n make u see the way it will look design wise yes start with that it helps even to connect to database is easier starting with notepad will make it hard for a learner start with dream, n learning with ur pone yap possible but coding with it as a learner nope.

No, it's never a must.

Let me break this down:

Dreamweaver is a tool.
Netbeans is a tool.
Notepad ++ is a tool.

Now, what is a tool? A device or implement, especially one held in the hand, used to carry out a particular function. A tool is anything that would help you get the job done quickly.

If you are learning, don't focus on tools, focus on the basis.

The basic of web development are:
1. HTML
2. CSS
3. JAVASCRIPT

The tools listed above will provide intellisense and other predefined element to help you write your lines of codes. So, you don't, in essence learn dreamweaver. Don't learn Wordpress, Don't learn bootstrap, these are all just bunch of predefined HTML, CSS, Javascript and PHP script. Someone learnt the basis, sat down and wrote them. So best way to learn is to learn the basis too, then later you can jump on them.

Here's my advise to any beginner. Forget about wordpress, Forget about bootstrap, Forget about dreamweaver, Forget about any tool or framework for now.

Pick up any good text editor with good intellisense (maybe notepad ++ or dreamweaver). Note that I recommended dreamweaver because of its intellisense not because it's a tool.

Once you decide on what text editor to use: Go and learn the basis of HTML and CSS. A good place to start is w3schools.com and practice with your text editor.

When you are good with these scripting languages to an intermediate level, then you can pick up tools and frameworks to help get the job done faster. Until then, forget shortcuts that would frustrate you.

After thought: OP. if you're really serious about learning this, you need to get a laptop if not there's a limit to which you can go with your phone and going to a cafe.

Kudos to you holuwajobar , I'm glad to meet someone else who is willing to learn programming despite the inasccesibility to personal computers. It's frusrating coding with phones. I know that, I do it. I don't have a pc myself.

I would say, you need to learn it with notepad first, then later you use dreamweaver, so that you will understand where things go wrong in your code when using dreamweaver.

I hope you get a pc soon. I'm dying to get one myself.

Why place limitation on yourself?

You'll meet clients with different requirements.

No Nigeria bank uses wordpress for their website yet. No big financial company uses wordpress yet. None that I know of... so why are you advising a beginner on basis of limitations?

Someone that knows the basis of HTML, CSS and PHP sat down to write wordpress. So why not try to learn the basis so you can build your own wordpress?

I use wordpress and I have 10s of sites running on wordpress but don't compromise on learning the basis. Some way, I choose when to use bootstrap or any framework. Don't rely 100% on tools, platforms and frameworks.

as a beginner, its not important... you can simply be using text editors like notepad or notepad ++ for now...and later advance to Dreamweaver

stay away from DW if u wana learn anything.you better of with sublime text,notepad++ ,and xammp ,,,also you might wana learn a lil photoshop or illustrator..

It helps if you do as it would one day come to great use when tweaking your WordPress installation and other integrations.

Most web designers rarely know what to do when it comes to integrating payment engines to CMS platforms.

Is there any special software for java script. If there is what's d name of d software. I know how to use dreamweaver, html, I was taught how to copy scripts code n make it animate. I don't know how to publish a website. Early this morning someone has contacted me for website design but I keep giving d work to a friend because I have never publish any site. So what can u say about my issue n what do u think I need?

No I say No I repeat No. if you want to write a code and be a genius not copy and paste designers simply use Note Pad ++. Nigerians are lazy and cant exercise patience to make the best that's why they love shortcut and dreamweaver. It's not compulsory... I mostly make use of sublime text now, notepad++ and atom.
And they work pretty well for me, especially sublime text 3

I'll suggest you use notepad ++ or any other txt editor. Start from HTML, CSS, JAVASCRIPT. You can learn wordpress later as time goes by. Wordpress can be frustraating cause you dont get to see the html code running the theme and caant make some adjustment to the theme but with your html/css/bootsrtap sites , you have total control of the layout. You can adjust headers, create divs anywhere you like, add scripts in any part of the page ... Its fun coding

sir allergic has done a good job. you need a laptop. Css is not hard. How i learnt css(and still learning) i got an android app called css3 pro free. the app list css major style attributes.

then i make use of Mozilla's developer tools to input my css styles. you can only save it direct when you use external css file (and not inline or internal type) so learn how to use external css file. so when i input designs and style, i see the effects immediately on my mozilla browser then i save it. there wont be need for me to shuttle between note pad++ and browser to see what i am doing except if i want to work on the html layout.

No, Dreamweaver is not a must. However, if you want to do professional code editing works for your website, then you need an IDE like dreamweaver, netbeans, visual studio, phpedit, eclipse etc.

As an intending coder, wordpress is not advisable for start, it will not allow you to understand coding deeply. Except you are not interested in coding.

Bro, you getting this all wrong there is a difference btw Web Design and Web Development. Web design is all about your HTML5, CSS3, building responsive design layout using Mobile First Design(Bootstrap), Content Management System(CMS) which includes WordPress, Joomla etc and SEO

While Web Development is abt building Web Based app using either Front end or Back end or using both stuffs lyk Javascript, JQuery, Ajax and server side Sql and PHP

Tools needed for web design are simply ur laptop, good browsers nd Text Editor personally for me I will recommend Notepad++ or SublimeText3. So pls let's Differentiate btw these two.

on your android phone u should download Quoda, it has syntax highlighting and other tools like auto completion(mostly on the paid version), color picker for css and other things. And it is lightweight. It also has a preview window. Then go to W3 schools for tutorials for now and become conversant with Html, Css, JavaScript before jumping into dreamweaver.
