It's a normal thing. Even in US, gangs always come together with residents and law enforcement to make treaties and promote peace. U can't nail them if u don't have evidence that they committed crimes. So don't think that this is a bad move. It's a good one

Very soon these cult groups will form their own political parties ,win elections and have political power.
