my brother had a problem in school and added an extra year.His final cpga was 3.9 after computing his result but one of his lecturers told him he has two options.
Either he accepts the gp of 3.8(with 2016 graduation date) or
accept gp of 3.9 and pay extra school fees and other levy.
Are they not the same 2:1?

If its on a scale of 5 then its still the same 2:1

If its on the 5 point scale, it is the same 2:1.
However, your brother needs to know that if he accepts the 3.80 CGPA with 2016 graduation date, his transcript will likely show "F" grade on a particular course and when going for an MSc, that can be a problem to get admission.
