Yes. They do not have an embassy in Nigeria.

There's actually a slight difficulty about that except you're willing to take the plunge. By that, I mean take some bold steps, which of course costs money. Travel to the country where they have an embassy.
Cairo, Egypt is one. And Dubai, UAE, is another. Take a pick.

The option of a cable visa doesn't count for ordinary passport holders like most Nigerians, except you're not one. Only diplomatic passport holders can apply for the cable visa online; or except you meet the ASAN requirements(which you do not qualify for as Nigerian).

Another option would be to mail your documents to either place, if you have a TRUSTWORTHY CONTACT. But I'll strongly advise against that.

Sorry for the late response. Up for some pressing matters.

Azerbaijan is a really good place to live in. They're stable. And their visa is a bit easy to get. But the singular fact that they DO NOT HAVE AN EMBASSY IN NIGERIA makes it a tall order.
Refer to my response above to see the challenge.
But I hear they're working on making their CABLE VISA flexible for non-ASAN citizens. With that, you can get it online for about $50 or less. But at the moment, none that I'm aware of. But I'm working on making contacts. Will keep you posted.

Azerbaijan is the gateway of Europe and Asia.
They live western. Though, culturally Muslim but extremely secular. They're pro-west. Stable and moderate economy.
They celebrate Christmas majorly.

How about getting jobs and what is their economy like[

In any case, UAE visa is easy to get. Less than a $100 dollar or so can get you a two-week visa. You don't necessarily need an agent for that. DIY

The luck will be when you get to Azerbaijan. You'll get menial jobs for English speakers. But definitely not on a tourist visa.
Your tourist visa grants you entry. Converting your tourist visa to working visa/permit is gonna be based on your street sense.
As a sharp naija guy, it shouldn't be difficult. Just don't do anything illegit. You'll be sorry you tried.

Do not let anyone deceive you as you will regret later. There are no jobs for Nigerians in Azerbaijan and your chances of getting one is 1/100. Azerbaijan relies on the oil sector like SOCAR. And the lowest job you can get is teaching english in a language center or a school and your earnings is nothing to write home about.And there is nothing like an employment visa as you need to first get a tourist visa and when you arrive you need to find a job then you can apply for a work permit. Also tourist visa is 3 months valid but duration of stay is issued only on the amount days paid on hotel booking and the cheapest hotel is 50$ a night. Overstaying your visa is $200 or 300AZN. Also in terms of getting a job, their national language is Azerbaijani and 96% of them don't speak English so you need to learn how to speak the language to even be considered working in a company over there.

Be wise and be careful of agents. Search online for hotels in Azerbaijan, email them and they will give you reputable agents for you to contact to process the tourist visa or rather you can go to the Azerbaijan immigration website and you will see the full list of Authorised visa agents and their contact details. I studied there and i know every bit about Azerbaijan.

I too am also planning on applying for the AZ scholarship for OIC and NAN member countries
I emailed the scholarship committee they said you have to be nominated and they referred me to Ministry of foreign affairs
I went their today and I was asked to submit my application form with other documents the scholarship committee required
The issue now is that how will they submit it when we have no Azerbaijan embassy in Nigeria
Will the ministry of foreign affairs request money from those submitting application

@sniffydon, please enlighten us more. Cuz these agents will only tell u the good side, my agent is telling me he will process student visa for me, that I will get work permit while I'm there, bla bla bla

Lies!! Lies!!. They will just give you a visitor visa for a few days and when you arrive we then you are f**ked. Firstly, Azerbaijan study visa can only be obtained either in the country or in Dubai after you’ve paid your school fees. You can not get it from Nigeria as there is no embassy here. Only visitor online visa you can get in Nigeria and the days you get is based on the amount of hotel booking. ( five days hotel booking is 5 days visa). THERE IS NO JOBS FOR AFRICANS IN AZERBAIJAN. Students cannot work in Azerbaijan. The side jobs people dp is teaching English at English learning centers. So save your money and find somewhere else to go bro. Except you like been duped. Peace
