He delivered what he was paid to do.
The checkout successfully done. The seller that refunded the money caused his account to be limited. This refunds even affected other funds in the account.

Both of them need to understand each oda.example in my own case my account got limited. I chop 6 month.paypal tell me to wait for 6 month before i have access to my 700 dollar.body still dey ache me. Have received 3 refunds before in my PayPal and luckily about 1.3k usd is still stock inside till December. I guess you should start calculating 180days...

Like three Nairalander I know receive...purchase on Ebay and had chargebacks, they still have funds with their Exchanger... HOPEFULLY IT WILL MATURE SOON.....
