There several issues going on here. 1. Fashola is in control of 3 very powerful and rich ministries and for decades, previous ministers manning these ministries always pad their budgets in collaboration with the lawmakers. The lawmakers always approve the padded budgets and in return, the ministries take their own share and award fictitious contracts to fictitious companies owned by the lawmakers, this is classic budget padding and how the ministries team up with the lawmakers to loot on the front and back-end. 2. Now that Fashola is in charge of all 3 ministries and didn't make any provisions for padding, the ministers returned the favor by directly slashing and padding on their own to create room for usual share and padding from the 3 ministries. 3. Sadly, this brand of padding and indirect looting is always a collective effort regardless of the region, tribe or importance of the projects involved, the primary objective is the money and how to pocket their share even if it means denying their own constituents critical projects and government services. 4. Successful Fashola at the state level and the difficulties he's facing at the National level is exposing the rot, incompetence and corruption at the National level. 5. Fashola was successful at the state level because Fashola himself, his lawmakers and cabinet were all on the same page and shared the same vision and interests per the development of Lagos state. He was also able to secure funds and end up building the best bridge in Nigeria, but at the federal level, to build a common bridge in another region is a monumental task because now he must deal with other characters, tribal forces and corrupt institutions full of crooks from other parts of the country and this is the reason why nothing gets done at the federal. 6. This bridge should have been built collectively by the governors in the SE region instead of depending on the FG where nothing gets done and to make matters worse, their own elected officials participate and effectively deny their own people vital projects including the 2nd NB they've been begging for, but they care less because all they have to do and have been doing is point fingers at other people outside their region and also shout marginalization. The truth is Yoruba have always been on the south side unlike the ibos until Jonathan came up with his stupid speech on how ibos were the backbone of his government as well as condoning ibo hate speeches and derogatory remarks as seen by his laughter when chief Arthur Eze called Yoruba people "Amala and Ewedu" people in front him. That stupid Eze even went as far as telling Jonathan to ignore those amala ewedu folks. To cut the story short, we, the amala ewedu people eventually showed Jonathan who's the stupid one.
