Like bees, beggars have swarmed cities in Anambra State, including Awka, the capital. The streets are congested with these beggars said to be numbering over 10, 000.

They comprise corporate beggars, child beggars; graduate beggars, civil servant beggars, business beggars, lepers, cripples and paupers who beg for living on the streets. They position themselves in public places where sympathisers will see them and give them money or food.

Some of the major cities where they are found are Onitsha, Nnewi, Ekwulobia, Awka, Umunze, Nkpor and Ihiala, among others. All efforts by the Ministry of Women Affairs and Social Development have yet to yield results. They return as soon as they are taken to the rehabilitation camps. But the ministry is not resting on its oars. It has again, raided their lucrative points in its determination to end what it calls “a public nuisance.”

The ministry says the beggars are dirty and do not know how to behave. It notes that their behaviour was not good for tourism, thereby causing a fall in government revenue. The clearing of the beggars, the ministry said, was intended to make them realise that begging lowers their dignity. A major reason for the action, it said, was to make them useful to themselves and the society by rehabilitating them.

The presence of beggars in any society has social and economic implications as depicted in Aminata Sow Fall’s epic novel, Beggars’ Strike.

Penultimate week, Rose Ali, a graduate of Linguistics and a civil servant with the Anambra State Ministry of Environment were among the 180 beggars taken off the streets.

Rose, who is from Nimo in Njikoka Local Government Area of the state, was dramatic while being arrested. She is visually impaired. She insisted on seeing Governor Peter Obi before she could be stopped from her begging business.

She said: “I will not go anywhere. You arrested me last year and dumped me at Nteje without giving me anything. Let Governor Peter Obi come himself so that we can talk. I am not a regular beggar but I beg when I run short of money. My sister died and I am begging to raise money for her burial.”

Another beggar, Loveday Okonkwo from Imo State said he was begging in order to raise N50,000 needed for registering at the Disabled Craft Centre in Ikeja, Lagos, even as he admitted that begging is illegal.

He appealed to Imo State Governor Rochas Okorocha to come to his aid as he has no person to run to hence he sneaked out from Imo to beg in Anambra where he is not known.

But other beggars including Habiba Adamu from Kaduna State begged for forgiveness and indicated interest to go back to their homes if spared of being taken to the Nteje Rehabilitation Camp.

On her part, Mrs Nkechinyere Okeke who works for the Anambra State Waste Management Agency (ASWAMA), an arm of Anambra State Ministry of Environment uses her daughter Ginika Okeke for begging. She claimed she was begging to raise N80, 000 with which to treat her child.

Over 150 parents who use their children for begging in major cities in the state were arrested and would be prosecuted by the Family Court. Over 50 children used by their parents for begging were also arrested while others escaped.

The ministry pledged that the over 185 beggars and destitute taken off the major cities of the state would undergo rehabilitation and empowerment while those who are not from Anambra State would be repatriated in agreement with their state governments.

Of late, a combined team of social workers and security agents led by the Ministry of Women Affairs arrested no fewer than 200 beggars in the state capital.

That day, beggars who “were” blind, deaf and dumb saw, heard and spoke while running for their dear lives. At Abagana, a blind woman with her guide was arrested. But while members of the vigilance group were still making arrangements on how to take her home, the woman and her guide ran away to the chagrin of onlookers.

At Amawbia, a 70-year-old man from Nise who allegedly built a good house and trained his children up to university level with proceeds from begging was arrested. He said he would continue the business of begging till death.

At
UNIZIK Junction and Eke Awka axes, beggars ran as far as their legs could carry them. Two well dressed young men in their mid-twenties with cell phones held a laminated picture of a called Chizoba from Nsukka who was said to be suffering from stomach cancer.

They wondered why anybody should arrest them when they were doing a legitimate business registered with the Corporate Affairs Commission (CAC).

According to them, the least amount of money they make a day is N11, 000.

Those who engage children and sick persons to beg for alms in Anambra have been warned to desist from the act or face the wrath of the law.

Dr Victoria Chikwelu, Anambra Commissioner for Social Welfare, Children and Women Affairs, gave the warning on Friday in Awka, in an interview with the News Agency of Nigeria.

The commissioner decried the activities of those who use vulnerable persons to beg for alms, adding that it will not be tolerated.

Chikwelu said that anyone caught using children and sick persons under any guise to solicit for alms, will be apprehended and prosecuted.

She lamented the indiscriminate use of children, the sick and other persons in need of medical attention for alms begging, which she noted compounds the medical and mental status of the victims.

The commissioner, however, advised that any person that has a sick person should go to government hospitals for treatment at a reasonable cost.

She also advised persons with disability to enroll in any of the government-owned homes for physically-challenged persons.

The commissioner described the state government as child friendly and would stop at nothing to protect their rights.

She appealed to the public to report persons who engage in using children for alms begging to the Ministry of Social Welfare, Children and Women Affairs in Awka, or the nearest police station for prompt action.

Begging in suit

We deported igbo beggers away from lagos and they started crying

Lagos state government rounded up some Igbos who hails from Anambra state couple of weeks ago and deported them back to their home state by dumping them at Onitsha bridgehead located at Anambra and Delta state boundary. Deportation of any Nigerian from one state to another is uncivilized and an egregious violation of their fundamental human rights. It is also a violation of Nigeria law and international norms. It is another example of moral depravity bedeviling Nigeria.

How in the world would a governor who claims to be a progressive democrat engage in such outrages and immoral depravity. It is perfectly acceptable for a state government to pass a law against panhandling or destitute persons roaming the street. If that is the case, those destitutes should be arrested and arraigned before a judge who will decide if they need to go to jail or be rehabilitated and set free. Such laws must apply to everyone irrespective of gender, sex, political affiliation, religion, race or state of origin.

Anambra deporting igbos beggers

The Anambra state government has issued a warning to all street beggars, especially children used by their parents to beg for alms, to vacate the streets or be arrested.

29 of such women who displayed their children as strategy for getting alms have already been arrested in Awka and Onitsha, and repatriated to their home states; Ebonyi and Akwa Ibom states.

The state commissioner for Women Affairs and Social Development, Dr. Ego Cordelia Uzoezie, disclosed Friday in Awka when a middle-aged woman was arrested for begging with nine children at various points in Awka.

Uzoezie said her attention was drawn to the spectacle when one of the children who begged at the Unizik junction, Awka, six-year-old Goodnews Sunday, was hit in the jaw by an Okada rider, while he begged.

Uzoezie decried the attitude of some parents who used their children to beg for alms, and warned that after 72 hours any beggar seen in the state would be arrested by the law enforcement agents and the special task force of the ministry of women affairs and social development.

In its determined efforts to rid the state environment of beggars daily increasing in their numbers, the Anambra state government has issued an ultimatum to all the street beggars especially those using children to beg in Anambra state to vacate the streets or face arrest within 72 hours.

Meanwhile over 29 beggars with children have been arrested in Awka and Onitsha , warned and repatriated back to their various states of origin mostly Ebonyi and Akwa Ibom states to mention but a few.

Commissioner for Women Affairs and Social Development , Dr Ego Cordelia Uzoezie disclosed Friday in Awka when a middle aged woman was arrested begging with 9 children at various points in Awka.

The attention of Dr Uzoezie was drawn to the beggar with children when one of the kids begging at Unizik junction Awka , 6 years old Goodnews Sunday was hit while begging by an Okada operator injuring her jaw.

She was later taken to Beacon Hospital Awka after two hospitals turned her down when good Samaritans rushed her to hospital for first aid. Reasons for her rejection are yet to be ascertained as at press time.

Uzoezie decried the attitude of some parents who indulge in using children to beg, warning that after 72 hours any beggar seen in the state would be arrested by the law enforcement agents and the special task force of the ministry of women affairs and social development.

The accident victim Goodnews said she came from Akwa-Ibom Oron in Akwa-Ibom state and is staying with her mother at Isu-Aniocha but her twelve years old Sister , Blessing Sunday not only concurred the story of her sister but admitted that her mother actually sent them to go for the begging and that they used to be students of Anointed Nursery/Primary school Awada Obosi until they were pushed into begging following taunts on their mother who use to hawk curry and garri at Onitsha by one Happiness from Calabar.

Blessing further informed that the accident victim is a twin and that their parents now do nothing but to depend on what they were able to get from the begging. She said they would use it to pay for their school fees and house rent and equally build a house. She however contradicted herself when she later said she and her sister were being enslaved by one, Happiness who was already repatriated but came back to Anambra.

The other woman with 5 children, Mrs Nwakaego Eze from Amafor Uli, in Ihiala local government of Anambra state married to Arochukwu in Abia state blamed her begging now on week days to the dislocation of her husband and others from the Army barracks Onitsha as their begging before now was only on weekends.

She said although they have a house at No 2 Igbamaeze Street Awada Obosi , she equally rented a house at Isu-Aniocha to enable them sleep after begging in Awka. She said her children were not begging with her before as they were students of Basic Foundation but since after the Army Barracks dislocation they have joined her in begging, She further said they are now going to Anointed Nursery/Primary School Awada Obosi. She promised not to use the children for begging again, if allowed to walk home free.

But the Director Child Development , Ministry of Women Affairs and Social Development , Mr Emeka Ejide warned the beggars to leave their children alone and can beg if they choose to as the interest of the ministry and Anambra state government are on the children. He said the Ministry has repatriated more than 29 women begging with children to their various states and would not hesitate to deal with parents who still engage in such acts describing them as products of Mammy market Onitsha where anything goes before its closure.

One of the good Samaritans who rushed the victim to hospital Mrs Stella Samuel incidentally an indigene of Akawa Ibom wondered why people from Akwa Ibom state must still be begging in Anambra state when the Governor of Akwa Ibom, Governor Godswill Akpabio had declared free education for children of the state. She said the accident happened in front of her shop and she had to run around to save the life of the girl but was shocked that no hospital wanted to accept her until later when the Ministry took custody of her and others.

But the President General of Akwa-Ibom Central Union, Anambra state , Sir Chris Ekanem who not only admitted that the victim and some of the beggars came from Akwa-Ibom but requested for authority for them to repatriate them home since their Governor Akpabio has given free education to people like them.

He appealed that those who brought them to Anambra only to subject them to begging should be punished adding that they had reported to the police the incident. He revealed that the children told him in their dialect that they were many in the state from the same Akwa Ibom doing the same business of begging in Anambra state.
