Regarding your "unsolicited opinion" on Nigeria's defence budget becoming transparent I do not concur. Nigeria's defence budget will remain opaque as a matter of national survival. It will have an appearance of transparency but not transparent. Nigeria does more covertly than overtly. It may surprise you, does Nigeria export lethal light arms to friendly nations?
Guy Nigeria military budget will eventually get transparent, it has to, for us to win the war against corruption and have any meaningful progress as a nation. Lack of transparency got Nigeria to where it is today and we can't continue that way.
Though, just like every other country it will not reveal certain info that will put our enemies at strategic advantage over us.
So let us quit going about in circle arguing against fact and reality.

official Indian sources dont say anything

let me give a small info India conducted first nuclear tests in 1974 and i have reasons to believe that she already had <100 nuclear devices made before she conducted the 2nd nuclear tests in 1998.

after 1998 how many she made i don't know but western sources gives figures of around 110-120 devices calculated based on india's stocks of weapons grade plutonium.

however they seem to ignore the fact that India is the 2nd country after US to have tested a nuclear device using reactor grade plutonium (indians r actually happy that it is being ignored grin ).

reactor grade plutonium based weapons r very hard to make since the chances of producing a fission reaction is very hard unless the effects of impurities r cancelled out by another unknown material, unconventional pit design is adopted etc etc.

India has enough stocks of reactor grade plutonium to manufacture 2000+ nuclear weapons if she desires.

plus india has commissioned a large facility for uranium production for her nuclear submarines which can be diverted to her existing stockpiles of enriched uranium destined for thermonuclear (hydrogen) bombs.

India has covert access to France megajoule facility to test her new designs based on vintage 1998 designs and also she has her own locally developed stimulation programs running on her locally build purpose designed supercomputers .

so do the maths and come up with ur own figure grin

nuclear weapons r a fools weapon, nobody will survive it , so it is better every nuclear nation gives it up, but will they ? since MAO rightly said power flows from the barrel of a gun . grin

Indonesia: A New Shipbuilding 'Magnet' from ASEAN to Africa?

The head of the country’s state-owned shipbuilder offers a rather optimistic reading despite the familiar challenges that remain.

Over the weekend, the head of Indonesia’s state-owned shipbuilder PT PAL said that the firm had received several more orders to build vessels from countries from Southeast Asia to Africa following an initial success in the Philippines. His remarks on the growing attractiveness of the country’s shipbuilding industry reflect Indonesia’s desire to advance in this area despite the familiar difficulties it has faced thus far and the realities it confronts.

As I have noted previously, Indonesian President Joko “Jokowi” Widodo has signaled his desire to boost the country’s domestic shipbuilding industry as part of a broader effort to strengthen the country’s maritime capabilities as well as to revolutionize its domestic defense industry (See: “An Indonesian Defense Revolution Under Jokowi?”).

Seen from this perspective, PT PAL’s $92 million contract to deliver two Strategic Sealift Vessels (SSVs) to the Philippines inked back in 2014 was seen as significant because it constituted the inaugural export of locally-built warships and thus a major boost to Indonesia’s efforts to build up its domestic shipbuilding industry (See: “Indonesia to Export First Ever Warship in Boost for Shipbuilding Industry”).

Though the deal was rocked by a corruption scandal earlier this year, the two vessels were delivered in May 2016 and May 2017 respectively.

As those orders neared completion, Indonesian officials had been signaling that more orders would be on the way. But most of the public remarks tended to be on the Philippines itself, with two more Strategic Sealift Vessels (SSVs) on order as well as other vessels as well.

On July 15, PT PAL president director Budiman Saleh reportedly publicly disclosed that the list of orders so far had not only come from the Philippines, but that the orders had served as “a magnet for other countries” to order them as well.

Saleh’s suggestion was that Indonesia was becoming a more attractive and competitive choice for nations around the world.

But this time around, Saleh did offer some more specifics. According to The Jakarta Post, Saleh specifically said that Malaysia had ordered a Landing Platform Dock (LPD) that could transport up to five helicopters; Nigeria had ordered one SSV; Senegal had ordered one LPD ship along with two Clurit class fast attack craft KCR-35 meter ships and three KCR-60 meter ships; and Guinea and Gabon had ordered KCR-60 meter ships.

Despite Saleh’s optimism, some would quibble as to whether a few orders can really be read to constitute some sort of “magnetic attraction” stemming from the first contract in the Philippines. It is also still far from clear what the exact status of these orders are and how they will play out.

But more fundamentally, the attention to specific orders downplays the broader issues that still exist with Indonesia’s domestic shipbuilding industry as well as PT PAL itself. The challenges for Indonesia’s shipbuilding industry are well-known to regional observers, and they range from the comparatively low level of expertise and technology to corruption to low production capacity. This is despite some attempts at improvements, including inking agreements with other countries and companies to increase levels of expertise and boost defense ties more generally that could also yield separate future gains.

Indeed, in a ceremony last May to commemorate the historic export of the first vessel to the Philippines, Indonesian Vice-President Jusuf Kalla himself had implored the country to seize the opportunities in the global shipbuilding industry but also noted the series of steps that would be needed to actually realize this, including developing adequate skilled manpower, improving production quality and delivery times, and lowering prices.

Saleh himself seemed to allude to some of this with respect to PT PAL specifically, noting that it needed the government’s support and that the company’s shipyard is still far from capacity, with workload in April being just 15 percent of total capacity. Even he no doubt understands that if Indonesia intends to become the shipbuilding magnet it aspires to be, it will need to do a whole lot more to make it more of an attraction to the world at large rather than just playing up existing ship orders.

Except you're Nigerian, you won't understand why Henry240 speaks of some procurement with confidence. In a normal procurement process, the military shows intent, proposals are submitted or discussed (press briefings), then funds are sourced and included in the budget.

What some fail to understand is that in some cases, the Nigerian procurement process is the other way round, deals are agreed and funds are provided before you get a whiff of it. The source of funds could be from agencies like Nimasa, or in some cases NNPC.

Its not a coincidence that the Speaker Dogara is speaking of special intervention funds just about the time the CNS is speaking of what they intend to get with the funds. It's a case of the more you look, the less you see.

This is the Boneyard in Tucson, AZ. It's a real place filled with over 6 trillion dollars worth of planes, over 90% of which have never left the ground in military service. The most expensive plane in this photo cost taxpayers sixteen million dollars, and was never used by our military.

The new F-35 fighter will cost taxpayers more than 95 million dollars each, with a standing order for over 2,000 of these planes, an estimated 1.1 trillion dollars initial order.

Senegal had ordered one LPD ship, two KCR-35 meter ships and three KCR-60 meter ships
The West African waters is becoming more competitive. I am sure Senegal is planning something big for her air force.

I know no fixed price. They don't have to " buy" any, they good buddies with their "former" colonial boss. They can negotiate for a squadron, pay for the refurb fees and spares. I'm pretty much sure France has more than 12 Mirages they'd want to get rid off.

I smell a military invasion after the death of Bob. I believe there's gonna be a some infighting for power, war veterans taking different sides eventually spilling to the military... They often say I crave for blood but I say a SADC invasion will be better than dealing with a low intensity civil war, who wants to deal with the refugee mess? Definitely not South Africans.

Ghana gets first female Brig-Gen

The Chief of the Defence Staff (CDS),Lieutenant General Obed Boamah Akwa has officially conferred the rank of a Brigadier General on Constance Ama Emefa Edjeani-Afenu in a short ceremony at his office on Wednesday 29 March, 2017.

The CDS used the opportunity to congratulate the first female Brigadier General on her new rank and noted that she was the beacon of all females in the Ghana Armed Forces (GAF) and was hopeful her position would open doors for other females to rise to equivalent ranks to support the growth of GAF

Brig Gen Edjeani- Afenu in excitement thanked the entire Armed Forces for her new appointment and asked God’s guidance in all her endeavour to make an impact in her line of duty. She resumes work at the Ministry of Defence after serving as the Deputy Military Advisor to Ghana’s permanent Mission in New York since 2013.

Those planes have been used, else they wouldent be in the boneyard.

Planes only go to the boneyard when they have flown a certain number of hours that makes it un-economical to refurbish the airframe.

Yeah I agree with you if SADC comes together and acts swiftly to intimidate power hungry fellows the situation will not deteriorate into a conflict, but who'll lead and also who bears financial responsibility ?
