It's not unusual to encounter this.
You should read more about the requirement on the school web page. It may be that the sch requires an official copy sent by mail directly from your undergraduate institution. This would be the only reason why it's not requested online.

If yes I need suggestion of schools that can grant me admission by waiving the test scores.

You need to go to the department or program website you are applying to and read the application process properly. Sometimes this information is also found on the graduate programs website. Perhaps the application form does not require uploading additional documents but there would be another way those documents would be sent. Check properly before you submit and pay application fee.

While there may be tons of schools that'll waive these tests for you, I'll advice that you take them.
As you have a good undergraduate GPA and even a masters degree, there are a number of advantages of taking the tests.

1) Your choice of schools would be limit less. You can apply to top ranked schools and programs

2) The probability of getting into a fully funded PhD program increases.

3) Taking standardized tests adds to your credibility as a genuine student during a visa interview.

Although expensive, the benefits that accrues from taking the GRE and TOEFL far outweigh any/all sacrifices you would have to make for it.

In my inner mind, I dey vex for you . With your 1st class, and Masters degrees, you still dey fear GRE and TOEFL. No be you study get those qualifications. GRE maths is application. There are tons of materials here that you can use to practice. WHy you dey fear? GRE will open more doors for you. Abeg, go write the exam jo.

You will still get follow up messages. Applying online is not the end of your application. They will ask you for necessary documents and you may be required to evaluate your transcript. My warnings: make sure you send genuine documents including your SOA; West TExas does verify. Good luck!!

I wonder why people go to visa interview and kept celebrating it no documents Is asked, is it that they go with fake documents or no documents at all?

Secondly, my elder sister is sponsoring me but she don't have enough cash flow if am to use her SOA, so am planning on using my uncle's SOA and also stating him as my sponsor, please hope this won't be a RED FLAG as I don't want to go there with forged SOA as some do I guess. Also scared of VOs doubting the possibility of your uncle spending such huge amount on you an do deny people because of that.

What do you mean by the bold? Do you have any evidence to that effect? What is the crime in people telling us that they didnt ask them any documents? Don't come here with your polluted mind.
