Senate President, Bukola Saraki has said that the devolution of power bill failed in the National Assembly because some people misread or misunderstood its purpose. The former Kwara State Governor was an integral member of the house during the Constitutional amendments that took place in the upper chambers on Wednesday, of which over 33 bills were passed in the house. He stated that the devolution bill would have been passed into law if it was first initiated some months ago but still believes that the bill could scale through the Senate. “The fact that the devolution bill lost that day does not mean it will not scale though after the recess. As you know that in the Senate we have three senators representing each state of the federation and the Federal Captial Territory (FCT). Whatever we do there, we must engage and have a feedback from our constituencies. I believe that if this constitutional amendment had come about eight months ago, the devolution bill would have been passed easily. But I think we must be honest with ourselves that presently, there is a lot of mistrust in the country. The air is very polluted. Let us be very frank and that blame must be all round. moninuola65: I see you'd be one of the people who misinterprets the document. I see what happened now at NASS. Anyway the federal government doesn't disapear certain powers just move to concurrent legislative list. The federal government would still have its primary responsibilities including but not too in this example protecting Nigeria from foreign invasion, eliminating threats to national secruity and securing property rights. |

moninuola65:The aim of all the these is to give the states freedom to repair all roads and utilize resources for the benefit of the state, they would still pay about 50% to the center. We just wanna terminate the sharing formula. Federal Government would still be powerful but let it be that they depend on the states and local Government rather than just natural resources. For example, cocoa has been neglected in the south west, and the south west Governors depends on federal allocation with oil as major source of revenue. Likewise Other states and regions have great potential and resources which they can depend on without the oil. States can also have their own grids for electricity rather than depend on national grid. However devolution of power alone is not the complete answer, the constitution should be amended to demand that a Governor can be impeached on failure to fufill a minimum set of campaign promises. |

moninuola65: Athe bolded remember the word concurrent. Then the federal government can first not waste money it gets then second find news streams of revenue. Lastly if states areally taking on greater responsibility in development and security why are you crying to federal government. If allocation system is changed up any they government will just take minor cut. 35-50%. Then don't share across 36 parts. The tax policy can be changed if they need to without constitutional amendment.

Blue3k:let me tell you, in the regional govt. era, when taxes impose on everything, it wasn't easy as you people take it, many relocated to farm for tax evasion, how can states and local be mobilize money for center and we thing we will have strong federal institutions. the aim of the bill is to kill the federal government of Nigeria. |

moninuola65: Don't over burden your populace with taxes see Laffer curve. Running to the farm to avoid taxes. If your serious about tax collection talk to IRS in USA. Again do you understand word concurrent. States and federal governments can both enforce tax regulations. Lagos has Internal revenue service. You perception doesn't match reality. The federal government has good amount of flexibility with tax policy. The federal government not going to put itself out of a job. Second service delivery will be more efficient if exclusive power devolved. Third the federal government is over burdened and sucks at service delivers anyway example NNDC. Check out a short list of things that could be added to concurrent list and see if it kills federal government. ● Water for domestic, commercial, industrial, irrigation, power and other uses should be placed on the concurrent list; 2 Likes |

I think the genesis of constitutional review base on just because only this chapter and if other chapters gains YES and this one was left on NO believe me all this processing will surely end up in vain. Because devolution of power bill answer at least 98% of Nigeria's challenge and if its truly we want to remain as one Nigeria, this bill must get a favour by our law makers if not this country with break sooner not later. I watched the processing on TV that day and for the bill to get unfavourable vote shows the level of kind of people that representing us and immediately I saw that the bill was scanned on Capital NO I sorry for this country because if we really want to develop like America, Canada, Netherlands, Germany and so on every legislature most vote YES for this bill. But now that Senate President said it can be considered, I also pray so if not. This constitution review can not be well accepted. |
